Asbestos is listed as an electrical insulating material. It is both a Class B material and a Class H material. (Note: There are also other materials in those classes.)
It says, "Propulsion generators and motors are usually insulated with class B insulating materials. Ship's service and emergency generators may have either class A, B, or H materials; however, the trend is away from class A. Lighting transformers for 60-hertz service are class B insulated, and 400-hertz transformers are class H insulated."
The chapter on "Maintenance and Repair of Motors and Generators" has a table on insulation that also lists asbestos in several different classes. There is a paragraph on varnishing that references these classes of insulation.
